When looking at models in the Human Sciences, it is often useful to compare them to the controlled nature of the Natural Sciences. This quote means that even though models can never apply to every context, some are useful to humans. If we define useful as applicability, we can evaluate the qualities of good models, and how it relates to the Natural Sciences.
